Rocky Mountain District – Governance – WHAT IS THE HOUSE OF DELEGATES?

The Rocky Mountain District (RMD) is governed by a five member Board of Directors who are elected by the House of Delegates each fall. The Board consists of the President, Executive Vice President, Secretary, Treasurer and Immediate Past President. The Board has the responsibility of managing the day-to-day affairs of RMD. The terms of office are two years.
The President appoints a District “Operations Team” who serves at the pleasure of the President. They are called Vice Presidents, and each Vice President has a principal area of responsibility for the activities of the District. The Operations Team consists of Vice Presidents of Membership Services, Chorus Director Development, Contest and Judging, Chapter Support and Leadership Training, Events, Marketing and PR, Music and Performance, Youth In Harmony, and Financial Development/Harmony Foundation. They are responsible to manage the District’s programs and events throughout the year.
The Board of Directors meets at the discretion of the President to conduct urgent business. The Board of Directors and Operations Team meets bi-monthly, and additionally, in conjunction with Rocky Mountain Harmony College (RHMC) and the Fall Convention.
There are other appointed District positions that may include a Communications Manager, Editor, Webmaster, Historian, Credentials Chairman and a Registrar; all of whom are appointed by the RMD President.
The House of Delegates (HOD) is the supreme governing body of the Rocky Mountain District. The HOD consists of the Chapter President (or one designated delegate as certified by the Chapter President) of each chartered chapter within the District. The HOD is responsible for electing the Board of Directors, making District policies and procedures via the “RMD Operations and Procedures Manual”, set and approve District budgets, and the general conduct of the District’s overall business strategy.
HOD meetings are held twice a year: in conjunction with RMHC in the spring, and with the Fall Convention. Typically HOD meetings are held on Friday mornings during the two major District events. The District Secretary issues a “Call for the Meeting” to all Chapter Presidents, Treasurers and Secretaries, as well as a “Call for Agenda Items” at least 30 days prior to an HOD meeting. Supplemental documents are also provided. From the “Call for Agenda Items”, the District Secretary then composes an HOD Agenda, which is distributed along with any other supplemental documents a week before the HOD meeting, to all Chapter Presidents/delegates.
